Record of Decision Released for Former Superior Steel Corporation Site
The U.S. Army Corps of Engineers, Buffalo District completed and has published the Record of Decision for the Former Superior Steel Site located at 500 Superior Street, Scott Township, Allegheny County, Pennsylvania, approximately five miles southwest of downtown Pittsburgh.
USACE, as lead agency under the Formerly Utilized Sites Remedial Action Program, determined that no action is necessary at the Superior Steel Site to protect human health and the environment from FUSRAP materials.
The record of decision marks the completion of the final step in the federal decision-making process for addressing legacy contamination at the site. The ROD details that no remedial action is needed because the baseline human health risk assessment shows that there is no unacceptable risk to receptors (such as on-site industrial workers) from uranium under current or reasonably anticipated future land uses, and the ecological risk assessment shows that there are not likely to be any adverse ecological impacts from uranium.
USACE is addressing the Superior Steel Site under FUSRAP. Under this program, USACE identifies, investigates and, if necessary, cleans up sites throughout the United States that were used as part of the nation’s early atomic weapons and energy program. USACE follows the phased investigation process required in the Comprehensive Environmental Response, Compensation, and Liability Act, as amended, and the National Oil and Hazardous Substances Pollution Contingency Plan, when implementing FUSRAP.

Background:
The Superior Steel Site, located in Scott Township, Pennsylvania, is being addressed under the authority of FUSRAP. USACE is the lead federal agency for the program, which is conducted in accordance with the governing federal law – CERCLA, as amended, and the NCP.
The public provided their comments on a proposed plan, from May 8, 2023 to July 7, 2023, to provide input on the determination that cleanup of FUSRAP materials is not necessary, and that no further action is required at the Superior Steel Site. A public meeting was also held at the Scott Township Municipal Building, Main Meeting Room, 301 Lindsay Rd, Carnegie, Pennsylvania 15106, on Wednesday, May 24, 2023.
The ROD identifies, as described in the proposed plan, that no remedial action for FUSRAP materials is necessary, and no institutional controls will be implemented.
